Spend $5 million to find the truth, not give us PR

The New Orleans District of the Corps of Engineers has paid $3.1 million dollars of taxpayers money to a PR firm to promote its image since the catastrophic failure of its levee system in 2005.  The total contract amount is nearly $5 million to be paid by 2010.

The 8/29 Investigation costs $5 million.

We, the people, would prefer to spend $5 million on the 8/29 Investigation Act, an independent bipartisan analysis of the levee failures - and decision making that created them - in Greater New Orleans' federal flood protection system on August 29, 2005.

The credibility of the federal investigation, the Interagency Performance Evaluation Task Force (IPET) is in question for three major reasons.

1.  Eighty percent of participants (80%) were employed by the Corps of Engineers or its sister agency, Army Research and Development, an apparent conflict of interest.
 
2.  Two respected levee investigation teams (U.C. Berkeley and LSU) have reported findings that conflict with five (5) of seven (7) of the major levee failure mechanisms reported by IPET.

3.  A task force led by Sherwood Boehlert R-NY (ret) has faulted the organization responsible for peer reviewing the IPET for conflict of interest, lack of transparency and questionable funding sources.

Taxpayers deserve the truth, not PR.
