THE STATE OF STATE: A Proposal for Reorganization at Foggy Bottom
WASHINGTON, D.C.-The days of traditional diplomacy conducted behind closed doors are over. "The State of State: A Proposal for Reorganization at Foggy Bottom," a new Progressive Policy Institute policy memo authored by Matt Armstrong, an advisor and consultant on public diplomacy, explores the structural challenges inhibiting State's success in today's world.
"The State Department has yet to adapt to the new context of global engagement," writes Armstrong. "For State to be effective and relevant, it needs to evolve."
The author calls for a major reorganization of the State Department by empowering regional bureaus and giving greater authority to the head of each bureau. Such a shift, Armstrong argues, would allow the State to be more responsive to stateless threats, enhance the department's interagency role, bring greater balance between State and the Pentagon.
